Quick answer
Any allottee can file a complaint online on GujRERA 2.0 against a registered promoter or agent; the main remedies are a refund with interest, monthly interest for delay, compensation and orders to perform. Hearings are listed on the portal and can be attended online; appeals go to the Gujarat Real Estate Appellate Tribunal within 60 days.
Before you file: three checks
- The date. Delay is measured from the completion date in the RERA certificate (and any extension), not the handover date the sales team quoted. Decode it in our RERA check guide.
- Your own compliance. Section 19 obliges you to pay instalments on time; a promoter will raise your defaults in defence.
- A written demand. Send a notice by email and registered post stating the breach and the relief you want. The reply, or silence, goes into your complaint.

How to file on GujRERA 2.0, step by step
- Go to gujrera.gujarat.gov.in and register as a Citizen with your mobile number and email.
- Open Complaint → File Complaint. Choose whether the respondent is a promoter or an agent, and select the registered project.
- Choose the forum: the Authority for directions, interest and refund; the Adjudicating Officer if you are claiming compensation for loss under sections 12, 14, 18 or 19.
- Write the facts in order with dates, cite the sections, and state the exact relief: amount, interest, direction.
- Upload the agreement, receipts, brochure, correspondence and photographs as PDFs.
- Pay the fee online and submit; note the complaint number.
- Watch the Hearing List on the home page for your date; hearings are held through the e-court module and you may appear in person or online, with or without an advocate.
- After the order, download it under Judgement/Order. If the promoter does not comply, apply for execution; RERA orders are recoverable as arrears of land revenue.

Interest on delay: how it is computed
Gujarat's rules set the interest payable by promoter or allottee at the State Bank of India's highest marginal cost of funds based lending rate (MCLR) plus 2%, as simple interest. It runs from the date the money was paid until it is refunded, or for each month of delay beyond the declared completion date if you keep the home. The same rate applies both ways, so the Authority will also compute interest on any instalments you paid late.
After the order: appeal and enforcement
Either side may appeal to the Gujarat Real Estate Appellate Tribunal within 60 days (section 44). A promoter's appeal is entertained only after depositing at least 30% of the penalty, or the full amount of refund and interest ordered, with the Tribunal. From the Tribunal, an appeal lies to the Gujarat High Court within 60 days on a question of law (section 58). If no appeal is filed and the promoter still does not pay, the order is executed as arrears of land revenue through the Collector. Continued non-compliance attracts a daily penalty of up to 5% of the project cost (section 63).
Gujarat RERA's complaint record
On 29 Sep 2026 the GujRERA home page showed 6,337 citizen complaints received under section 31 against 1,537 projects, 4,705 resolved, and 5,718 suo motu actions initiated by the Authority against 3,595 projects with 4,469 orders issued. The Authority sits in Gandhinagar and hears matters through its e-court module.
Alternatives and what not to do
You may go to the District Consumer Commission instead of RERA for deficiency in service, but not to both for the same relief. Criminal complaints for cheating are a separate track and do not get your money back faster. Do not stop paying instalments without an order: section 19 makes you liable for interest, and a promoter can cancel the allotment after notice. Do not sign a one-sided settlement or a fresh agreement with a later date without advice; it resets your section 18 rights.
