What the government value is, where the revision stands, how to look it up for a specific plot, and when it actually changes what you pay.

Jantri is the minimum value Gujarat sets for property in each value zone; stamp duty is charged on jantri or your agreement value, whichever is higher. Surat is still on the rates that took effect on 15 April 2023. A revised draft published in November 2024 had not been notified as of September 2026.

What is jantri?

Jantri — formally the Annual Statement of Rates — is prepared by Gujarat's Superintendent of Stamps from field surveys of market value. Every city and village is split into value zones, and each zone has rates for open land and for different kinds of construction. The number matters on three occasions: when you register a purchase (it is the floor for stamp duty), when a builder pays premiums linked to jantri for extra FSI, and for income-tax checks on transactions recorded below the stamp-duty value.

Is there a new jantri rate in Surat for 2026?

Not yet, based on everything we could verify on 29 Sep 2026: the Inspector General of Registration's list of government resolutions and notifications shows no revised jantri after the 2023 revision. The November 2024 draft proposed new rates zone by zone, but the state has not announced a start date after deferring the April 2025 plan. When it is notified, the change will apply statewide from a notified date, so registrations after that date will use the new floor. We will update this page with the notification date and a link as soon as it appears on GARVI.

How to check the jantri rate in Surat on GARVI

  1. Open garvi.gujarat.gov.in and go to the jantri (Annual Statement of Rates) section.
  2. Select district Surat, then the taluka (Surat City / Choryasi and so on).
  3. Choose the village or city value zone in which the property sits — for new projects the RERA certificate gives the TP scheme and final plot number, which helps.
  4. Pick the survey number or zone, and view the rates for land and for the construction type (for example, residential flat).
  5. Multiply the applicable rate by the area basis the portal specifies to get the jantri value, then compare it with your agreement value.

Menu names on the portal change from time to time; the order of choices — district, taluka, village or zone, survey number — stays the same.

Can I download a Surat jantri PDF?

GARVI presents rates zone by zone rather than as one Surat PDF. Files shared on social media or portals may be outdated or unofficial; always confirm a figure on the portal before you rely on it.

How jantri affects your stamp duty

Take a ₹3 crore flat. If its jantri value is, say, ₹1.2 crore, stamp duty is charged on ₹3 crore: ₹14.7 lakh at 4.9%, plus ₹3 lakh registration. Only if jantri were above ₹3 crore would duty rise with it. That is why jantri is rarely the deciding number for new luxury flats — but it can matter on resale homes or where a sale is agreed below the zone's floor.
