Quick answer
Stamp duty in Surat is 4.9% of the property value and the registration fee is 1%, a total of 5.9%. Both are charged on the higher of your agreement value and the government jantri value. A woman buying on her own (or all-women buyers) pays no registration fee. Under-construction homes also carry 5% GST, and the buyer withholds 1% TDS from the price.

Which value is duty charged on?
Gujarat assesses stamp duty on the higher of two numbers: the value written in your agreement or sale deed, and the jantri value of that property. Jantri rates were last revised in April 2023, and a newer draft has been pending since November 2024. For new luxury apartments the agreement value is typically far above jantri, so your duty is effectively 4.9% of what you pay. Where the two are close — some resale deals, or larger older flats — check the jantri value first on GARVI.

What is confirmed
Several independent published guides agree that the 1% registration fee is waived when the property is registered in the name of a woman alone, or in the names of women only. On a ₹3 crore flat that saves ₹3 lakh.
What to check before you register
GARVI's public fee calculator does not ask for the buyer's gender, so the waiver is applied at the Sub-Registrar office — carry proof and confirm it there. Sources do not agree on joint male–female ownership, so treat that case as "confirm with the Sub-Registrar". Published guides also disagree on any separate stamp-duty concession, so we have not included one in the numbers below.

Other costs: GST and TDS
GST on under-construction flats
Since 1 April 2019 GST on residential apartments outside the affordable category is 5% of the consideration, without input tax credit. "Affordable" means up to 90 sq m carpet in a non-metro city such as Surat and a value up to ₹45 lakh — every home on our list is above that line. TDS on property purchase
If the price is ₹50 lakh or more, you deduct 1% from every payment to the builder and deposit it within 30 days from the end of that month. From 1 April 2026 the rule sits in section 393(1) of the Income-tax Act, 2025 (formerly section 194-IA), and it is reported on Form 141 (formerly Form 26QB). The consideration includes parking, club membership and similar charges. If the seller has no PAN, the rate rises to 20%.
How to pay stamp duty and register in Surat
- Get the final agreement or sale deed draft from the builder's legal team and fix the value.
- On GARVI, enter the property and party details (pre-registration data entry).
- Pay stamp duty and the registration fee through the Cyber Treasury e-challan; keep the PDEN and CIN. An e-stamp certificate from an authorised vendor is an alternative.
- Book an appointment slot with the Sub-Registrar office for the property's area.
- Attend with ID, PAN, photographs, the e-challan and witnesses; the Sub-Registrar records photographs and biometrics.
- Collect the registered document and keep the original safe — your bank will need it for a home loan.

Two homes with similar headline prices can differ by several lakh once floor-rise, parking, club and deposit charges are added — and stamp duty, GST and TDS are all calculated on that bigger number. Ask for an all-inclusive cost sheet, then compare it in our luxury flats comparison.
